If a candidate passed Paper-I and Paper-II last year, but not in practical examination, appear only for the Practical examination in the current year?

There is no provision of considering candidates for the practical examination of current year who cleared theory papers in past year examination.A candidate has to appear afresh for all paper- I, II; and paper- III (after qualifying paper I & II).
