Good Practices

FSSAI has been encouraging States/UTs to take concrete steps in improving overall food safety ecosystem in their respective States/UTs by launching special drives for Registration/licensing, rigorous inspections and samplings, taking action against the defaulting FBOs, adopting various Safe and Nutritious Food (SNF) initiatives & conducting awareness programs etc.

Some States are doing commendable job on the initiatives started by FSSAI in the recent past andare further scaling their Good Practices in the area of food safety. These Good Practices may be adopted by other States/UTs.

Gujarat

  1. FSC Gujarat decided to reduce the pendency of old cases under PFA Act

    FSC Gujarat decided to reduce the pendency of old cases under PFA Act, which were not pertaining to unsafe food & were Substandard/Misbranded as per FSSA – 2006, and are covered under Hon’ble Supreme Court judgment in Criminal Appeal No. 214/16, with permission for disposal by imposing fine.
    Following steps are taken by Food Safety Commissioner, Gujarat to solve the very old court cases running in various courts of Gujarat under Prevention of Food Adulteration Act 1954:
    • Study of Honourable Supreme Court Judgment
    • Formation of Technical Expert Committee
    • Legal Support

    Output of Special Sitting of courts :
    • The special sittings were held on holidays, on 9th September, 2017, 17 December 2017, 10th February 2018, and 22nd April 2018, to dispose such cases.
    • Courts of Judicial Magistrates in all 33 districts of Gujarat disposed 2565 cases, out of 3881 pending before district courts. Also Hon’ble High court of Gujarat has disposed 411 cases out of 495 pending before High court.
    • Total 2976 cases under P.F.A. Act 1954 disposed in Gujarat State with approximately Rs. 6, 00, 00,000/- (Six crores) fine, amounts to 68 disposal of PFA cases in one year.

  1. To check the quality of food in hotels like star hotels

    To check the quality of food in hotels like star hotels, below star hotels & highway hotels. Total 343 hotels are checked in the month of May-June, 2018. 60 samples were drawn, 67 notices issued and 1625 Kg rotten food was destroyed.

  1. Spice Drive

    To control the quality of Spices in Gujarat Specially Unjha being a hub of Spices for export. FDCA Gujarat has conducted 33 raids in the year 2017-18 at Unjha&Gandhidham and seized nearly 55 tons of Spices like Cumin, Fennel, Ajvaine etc. The amount of which is Rupees More than 1 Crore.

  2. Drive against Milk adulteration

    To check the quality of Milk in Gujarat special drive for milk was conducted for the month of April-May, 2018 in the State and 460 samples where drawn and sent for analysis out of which 48 samples were declared substandard & 1 sample was found unsafe showing presence of chemicals like an ionic Detergent Alkyl Benzene Sulfonic Acid.

  3. Drive against edible oil adulteration

    FDCA Gujarat has drawn 874 samples of edible oil in the year 2017 as a special drive for edible oil. Out of that 85 samples were declared Sub Standard and Mis-Branded and 1 sample was declared unsafe.

    FDCA Gujarat has received 1 Food Safety on Wheels in November, 2017 and till date 5339 Milk samples have been tested with the help of milko-scanner instrument provided in FSW. Out of which 1373 samples were found Substandard.

  1. FDCA Gujarat has conducted frying oil drive for checking of Total Polarize Compound (TPC) in frying oil with the help of hand held instrument

    FDCA Gujarat has conducted frying oil drive for checking of Total Polarize Compound (TPC) in frying oil with the help of hand held instrument “Test 270”. Nearly 280 samples were checked in different city like Ahmedabad, Surat, Bardoli, Amreli& Gandhinagar etc. and it found that 79 samples showing TPC values more than 25 so it’s eye opening. FDCA Gujarat has conducted two awareness programs dated 8th June 2018 & 28th June 2018 wherein around 200 FBOs who are in business of different types of fried foods were made aware of the health hazards of edible oils with high TPC values. FDCA Gujarat is hoping to get the best results for safety of oils used for frying with help of Food Safety on Wheels, surveillance with hand held instrument Testo-270’ and awareness programs at all district levels.

  1. The Commissionerate of Food Safety Kerala brought out the Pink Book in Malayalam

    The Commissionerate of Food Safety Kerala brought out the Pink Book in Malayalam to educate and empower the public about “Safe and Nutritious Food” at Home. The translation and publication of the Manual in the regional language met a long felt need for such a Handbook which includes comprehensive information in a simple style with illustrations about the methods of buying, preparing and storing safe, hygienic and nutritious food at home. The valuable information that the Handbook offers is sure to benefit the consumers, who can also share it with their family and friends.

  1. In connection with the effective implementation

    In connection with the effective implementation of ‘Surakshitha Aahaaram Aarogyathinu Aadhaaram’ (Safe food for Healthy Life) scheme, the Department of Food Safety, has come up with an action plan of ensuring 100 Food Safety compliance in all the Grama Panchayaths of the State of Kerala, with the objective to transform each Grama Panchayath into a safe food and standards compliant grama panchayath, thereby ensuring safe and wholesome food to every consumer.
    Food Safety awareness classes were conducted for Food Business Operators, School Students, Anganwadi Workers and Asha helpers, Kudumbasree workers and Farmer’s groups etc. on various topics about Food Safety.Public water distribution sources of the panchayath were examined, and IEC (Information, Education, and Communication) materials on food safety were distributed to all the stakeholders in the panchayath.
    As a part of the initial phase of implementation for the programme, 50 grama panchayaths spread across 14 districts in the State of Kerala had been selected during the financial year 2016-2017. This programme is continuing now, and covered 100 grama panchayaths in 2017-2018. 140 Grama Panchayaths are selected for the financial year 2018-2019.
    The Model Food Safety Grama Panchayath Programme envisages achieving the following objectives:
    • Complete Licensing/Registration of all Food Business Operators in the selected Panchayaths.
    • Food Safety Awareness classes at different levels for different stakeholders comprising of School and College Students, Kudumbasree workers, Anganwadi & Asha Workers and helpers, Hotel & Restaurant owner’s Association, Merchant’s Association and Resident’s Association.
    • Analysis of drinking water quality sourced from public wells and taps in the panchayath.
    • Awareness Programme on Organic Farming in collaboration with Farmer’s self-help groups (Karshika Karma Sena)
    • Awareness classes and Workshops on Child and Adolescent Health and Nutrition in coordination with IMA (Indian Medical Association) and Nutrition Boards.
    • Specific sector based food safety awareness for different stakeholders including Fish Traders/Vendors, market employees, Fruit and vegetable wholesalers, retailers and vendors and Petty Food business operators/Street Food Vendors.
    • Awareness on Food Safety for the employees of Panchayath administration.
    • Food Safety awareness for Mess/Canteen employees associated with Offices, Hospitals, Schools, Colleges and Hostels of the respective panchayaths.

  1. Special Project to Eliminate Illegal activities in Fish Trade

    “There have been rampant complaints on the quality of fish available in the market especially those about the addition of harmful chemicals and preservatives to fish.” In mid-2016, major newspapers and the visual media raised allegations of the widespread use of Sodium Benzoate as a preservative to enhance the shelf life of fish use of which is unsafe. For the last few years, many complaints were being received from consumers regarding the use of Formalin and Ammonia as preservatives in fish.
    The Department of Food Safety brought in interdepartmental expertise to issue Standard Operating Procedures (SOP’s) + Guidelines for ensuring “Safe Fish” as an outcome of which "Operation Sagar Rani" was officially launched on 22nd December 2016. Large-scale surveillance of Fish in Fish landing centres and Major wholesale markets was undertaken during the first phase implementation of the Project.
    Major Activities of the Project:
    • Inspections and sampling of Fish, Ice and Water at fish landing centres, harbours, ports, wholesale and retail markets
    • Surveillance and Inspection of Fish consignments brought into Kerala from neighbouring states at the check-posts by the Mobile Vigilance Squads of the Department.
    • Development of brochures and pamphlets regarding safe fish to create awareness among consumers and stakeholders.
    • Awareness programmes and Discussion forums for woman self-help groups, Residents Associations, Kudumbasree etc.
    • Educational campaigns for fish merchants regarding food safety standards of fish and allied marine products.
    • Conducted a training programme for Food Safety Officers in coordination with the Central Institute for Fisheries Technology (CIFT).
    • Utilization of mass media to spread awareness regarding the ill effects of the addition of preservatives and chemicals in fish for farther reach.

    Operation Sagar Rani is a continuous project of the Food Safety Department, and the District Task Force is vested with the responsibility of conducting constant inspections and awareness programmes.

  1. The Commissionerate of Food Safety Kerala has introduced a Quick response Team in each District

    The Commissionerate of Food Safety Kerala has introduced a Quick response Team in each District to address Food Safety issues of the general public. The Quick Response Team has been commissioned by the department, to respond to exigencies in Food Safety within the shortest possible time. It shall also facilitate the immediate addressal of emergencies such as Food Poisoning, sensitive issues and cases that receive huge public and media attention, Toll-free complaints, E-mail Complaints and complaints forwarded from the Chief Minister’s Public Grievance Redressal Cell.
    An exclusive vehicle along with a special squad constituted in each district has been functioning throughout the state since November 2017.The Quick Response Team will also be working in close coordination with the respective District Administration during special events and festivals that witness sizeable public participation such as Attukal Pongala, Thrissur Pooram, State level Programmes, School Youth festivals and State level food-related disease outbreak surveillance during monsoon season.
    The Quick Response Team has been actively deployed for two days in a week to conduct regular night inspections of Street food joints and other Food Businesses that operate during the night time. This has enabled the department to address Food Safety issues in far-flung areas, especially during night time.

  1. The T-20 International Cricket Match between India and New Zealand was held on 7th November 2017 at Greenfield International Stadium

    The T-20 International Cricket Match between India and New Zealand was held on 7th November 2017 at Greenfield International Stadium, Karyavattom, Thiruvananthapuram. Competent Food Safety Squads were posted to inspect the premise to ensure the availability of good quality food to the public.
    The Organizing Committee was duly instructed to engage licensed caterers in the premise, and a food safety awareness class was conducted before the event to ensure that the Food Business Operators complied with sanitation hygiene requirements in the premise.
    Inspections of the stalls and eateries in the stadium were carried out by food safety squads two days before the event, and appropriate directions were given to rectify the defects and re-inspection of all the stalls were conducted to ensure compliance. About 20 Food Stalls including those of Kudumbasree, Milma and Restaurant refreshment counters were permitted to set up stalls and sell food products during the match. All the established stalls were under surveillance, and it was ensured that all the food products on sale were appropriately covered labelled and their prices displayed. The Food Business Operators were trained to maintain good personal hygiene while handling and serving food on the premise.

    The Department of Food Safety has undertaken the mission of spreading knowledge and awareness to school students on "Surakshitha Aahaaram Aarogyathinu Aadhaaram" or "Safe Food for Healthy Life" to promote healthy eating habits thereby taking a proactive step towards the prevention of lifestyle diseases.
    About 2800 students were selected from 280 schools (Government, Aided and Private schools) spread across 14 districts of the State and were presented with interactive sessions and discussion on relevant topics such as "Good Food Habits", "Food Safety at Home and School". The presentation was followed by a screening of the short film- "Safe Food for Healthy Life", during 2016-17. Doctors, Nutritionists and Food Safety Officers conducted the sessions.
    In line with the SNF@School initiative of FSSAI, the Commissionerate of Food Safety has introduced the following programmes in 280 (two schools per Food Safety Circle) Government and Government-aided schools of the state, during 2018.
    1. Licensing/Registration of all Mid-day meal kitchens in the State
    2. Demonstration of Rapid Quick Detection Tests in each school
    3. Interactive Theme Based Food Safety Awareness for Students at School- 280 Govt. and Aided Schools covered in 2017-18
    4. Classes conducted by Food Safety Officers at Schools-2800 students trained
    5. Selection of Food Safety Ambassadors at school
    6. Food Safety Clubs in Schools
    7. Training and Capacity Building of Noon Meal Workers, Supervisors and Coordinators

  1. The Commissionerate of Food Safety Kerala has taken every possible step to ensure the safety of food articles supplied to pilgrims at Sabarimala

    The Commissionerate of Food Safety Kerala has taken every possible step to ensure the safety of food articles supplied to pilgrims at Sabarimala and various transit camps during the ongoing pilgrimage season.
    The department has set up laboratories to test the quality of food items at Sabarimala, Pampa, Nilackal and Erumely. Sixty food safety officers, including Assistant Commissioners, have been deployed to conduct periodic inspections at hotels and other eateries along the route.
    The department has also taken steps to conduct periodic quality analyses of the drinking water by stationing two Mobile Food Testing Laboratories at Nilackal and Pampa.All raw materials used for the preparation of Aravana, Appam and Annadanam are subjected to thorough quality tests at the laboratory at Pampa and are taken to the Sannidhanam for the preparation of prasadam/offering, after obtaining food safety clearance from the Laboratory at Pampa. Food safety officers would then ensure the quality of the Aravana and Appam before being sent to the sales counters at the Sannidhanam.
    Two Toll-free numbers have been made operational for the devotees and the general public to raise their concerns or queries.

  1. All FBOs under Licensing/Registration “The Kollam Model”

    Over the experience gained over ten years of enforcement of the legislation at the state level, the inadequacy of information regarding the total number of Food Business Operators proved to be a significant hurdle in fulfilling the requirements of the Act. The magnitude of the challenge has only increased multifold, since the number of FBOs has always been on the rise, with hundreds of new entrepreneurs joining the bandwagon every single day.
    The Commissioner of Food Safety Kerala sought to address this issue to have a clear perspective of the actual picture of the food business ecosystem in the state that would eventually help in the identification and addressal of food safety issues specific to an individual sector.
    Following the monthly meeting of all Food Safety officers in the District, it was decided to prepare an exhaustive list of all categories of Food Business Operators in the district and to take necessary action to incorporate non-registered/non-licensed FBOs into the ambit of FSSAI License/Registration.
    A task of such magnitude required the cooperation of various departments at the district level. The Commissioner of Food Safety in the quarterly meeting had given specific instruction to the Assistant Commissioners to seek the support of the District Collector and District Magistrate under whom the overall supervision of food safety in the district is vested, as mandated by the Food Safety and Standards Act. The Assistant Commissioner of Food Safety Kollam sought the same by placing a request for cooperation from all the different government departments, during the District Development Committee Meeting that was convened by the District Collector on 25-11-2017.

  2. License and Registration Melas

    The generation of a sense of awareness in the mind of the Food Business Operator was the first crucial step towards achieving the broader objective. Hence, many awareness generation sessions, classes and interactions were organised for the different sectors of FBOs in the district, where the significance of obtaining a Food safety license /registration was reiterated. It was ly followed up by the organisation of multiple Food Safety License and Registration Melas at various locations with the coordination of the Common Service centres, Akshaya Kendras and Jan Seva Kendras.
    A total of 29 License and Registration melas were organised within a short span of 60 days, which ultimately led to the enrollment of 9500 new food business operators in the Food Licensing and Registration System (FLRS).
    All Food Safety Officers in Kollam followed a door-to-door approach to source data of FBOs in their respective circles, by taking account of all sectors of FBOs and providing a time window for enrollment into the system, through brochures and notices.
    It is noteworthy to mention the contribution of Residents Associations, NGOs, Hotel and Restaurants Association, Catering and Bakers Association, Consumer Organisations, Co-operative societies and Unions, who took it upon themselves to spread the message to different quarters , which helped in tracking and identification of FBOs in far-flung and interior regions of the district.
    An exhaustive list comprising of more than 24,000 Food Business Operators falling under different categories have been tabulated and published.
    Kollam is poised to become the first district in the country to have a comprehensive database of all categories of Food Business Operators and to ensure 100 licensing of all FBOs under FLRS. This will pave the way towards ensuring traceability of food from farm to fork and encouraging self-compliance as envisioned by the Food Safety and Standards Act.
    FSSAI is presently faced with the critical challenge of reaching out to every single FBO in every nook and corner of the country, to identify them and register them for ultimately strengthening the food safety culture of the nation.
    The efforts undertaken by the Commissionerate of Food Safety Kerala, through the implementation of the Kollam Model of Identification, consolidation and creation of a database of Food Business Operators is a small step in the right direction towards that goal.

Madhya Pradesh

  1. विभागीय संकल्प

    विभागीय संकल्प - खाद्य सुरक्षा एवं मानक अधिनियम, 2006 विनियम, 2011 के प्रभावी क्रियान्वयन एवं मध्यप्रदेश के आम नागरिको को गुणवत्तापूर्ण खाद्य पदार्थो की उपलब्धता को सुनिश्चित करने हेतु प्रदेश में खाद्य पदार्थो के निर्माण विक्रय संग्रहण परिवहन वितरण आदि पर व्यापक निगरानी तंत्र विकसित करने के उद्देष्य सें मध्य प्रदेश के संकल्पित खाद्य सुरक्षा आयुक्त द्वारा खाद्य सुरक्षा सर्विलेंस प्लान अपने मार्ग दर्षन मे प्रारंभ किया।
    क्रियान्वयन - आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा दिनांक 26.09.2016 को प्रदेश के समस्त अभिहित अधिकारी एवं समस्त खाद्य सुरक्षा अधिकारियों को आदेश जारी कर सर्विलेंस प्लान प्रारंभ किया गया। आदेश के साथ खाद्य सुरक्षा सर्विलेंस प्लान में खाद्य सुरक्षा अधिकारियों को दिशानिर्देश, सर्विलेंस नमूना संग्रहित करने हेतु आवश्यक प्रपत्र एवं सर्विलेंस नमूने की संख्या, प्रक्रीया आदि के संबध में आवश्यक जानकारियां भी उपलब्ध कराई गई।
    खाद्य सुरक्षा सर्विलेंस प्लान का अनुमोदन राज्य स्तरीय स्टेयरिग कमेटी के अंतर्गत लिया गया एवं राज्य में कार्यरत प्रत्येक खाद्य सुरक्षा अधिकारी हेतु प्रत्येक माह 08 सर्विलेंस नमूना का लक्ष्य निर्धारित किया गया। खाद्य सुरक्षा सर्विलेंस प्लान में प्रदेश के बाजारो में विक्रय किये जाने वाले आम खाद्य पदार्थो का समावेश किया गया एवं खाद्य सुरक्षा सर्विलेंस प्लान में यह भी इस बात का विशेष ध्यान दिया गया कि प्रदेश के जिलो में खाद्य सुरक्षा अधिकारियों द्वारा लिये जाने वाले सर्विलेंस नमूनो का संग्रहण इस प्रक्रीया में किया जावे कि सर्विलेंस प्लान अंतर्गत लिये जाने वाले खाद्य नमूना का प्रत्येक माह रोटेशन आवश्यक रूप सें हो।
    खाद्य सुरक्षा सर्विलेंस प्लान के अंतर्गत वर्ष 2016-17 में कुल 7861 एवं 01 अप्रेल 2017 -31 दिसम्बर 2018 तक कुल 6906 सर्विलेंस नमूनो का संग्रहण किया गया, जिनमें असुरक्षित,सबस्टेण्डर्ड एवं मिथ्याछाप नमूने पाये जाने पर उपरोक्तानुसार संबधित खाद्य कारोबारकर्ताओ पर कार्यवाही की गई।

    विभागीय संकल्प - खाद्य सुरक्षा एवं मानक अधिनियम, 2006 विनियम, 2011 का क्रियान्वयन संपूर्ण भारत सहित मध्यप्रदेश राज्य में 05 अगस्त 2011 सें किया गया। खाद्य सुरक्षा एवं मानक अधिनियम, 2006 के विनियम (विक्रय प्रतिषेध और निर्बधन) 2011 के विनियम 2.3.4 के अनुसार ‘‘ किसी खाद्य उत्पाद के संघटको के रूप में तंबाखू एवं निकोटिन का उपयोग नही किया जा सकता” उक्त विनियम के पालन एवं जन सामान्य के स्वास्थ्य हेतु संकल्पित आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा संज्ञान लेते हुये तंबाखू युक्त गुटखे के मध्य प्रदेश में विक्रय, निर्माण, संग्रहण, परिवहन आदि पर प्रतिबंध लगाने की कार्यवाही की गई। तंबाखू युक्त गुटखे पर प्रतिबंध लगाने वाला मध्य प्रदेश देश में एैसा पहला राज्य बना।
    क्रियान्वयन - इस संबध में विभाग द्वारा प्रिंट मीडिया एवं इलेक्टानिक मीडिया के माध्यम से व्यापक प्रचार प्रसार किया गया। जिससे इस प्रशासन को आम नागरिको एवं तंबाखू युक्त गुटखे से संबधित व्यवसायियों तक तंबाखू युक्त गुटखे पर प्रतिबंध की जागरूकता एवं जानकारी पहुचाने में काफी मदद प्राप्त हुई।
    खाद्य सुरक्षा आयुक्त मध्य प्रदेश के आदेशो एवं निर्देशो के पालन में प्रदेश के विभिन्न जिलों में पदस्थ खाद्य सुरक्षा अधिकारियों द्वारा तंबाखू युक्त गुटखे पर प्रतिबंध के संबध में प्रभावी कार्यवाही की गई एवं तंबाखू युक्त गुटखे पर प्रतिबंध होने के बावजूद तंबाखू युक्त गुटखे का व्यवसाय करने पर 355 नमूने लिये गये एवं एैसे व्यवसायियो के विरूद्व मध्य प्रदेश के खाद्य सुरक्षा अधिकारियों द्वारा प्रदेश के विभिन्न जिलो में 303 प्रकरण सक्षम न्यायालयों में पंजीबद्व कराये गये एवं सक्षम न्यायालयों द्वारा विचारोपरांत कई प्रकरणों में निर्णय पारित करते हुये आरोपी व्यवसायियों के विरूद्व 6.48 लाख रूपये का अर्थदण्ड अधिरोपित किया गया। जबकि कई प्रकरण अभी सक्षम न्यायालयो मे विचाराघीन है।
    खाद्य सुरक्षा आयुक्त मध्य प्रदेश के आदेश के परिपालन में प्रदेश के विभिन्न जिलो में खाद्य सुरक्षा अधिकारियो द्वारा प्रतिबंधित तंबाखू युक्त गुटखा के विक्रय/संग्रहण निर्माण एवं परिवहन करते पाये जाने पर 2.61 करोड का तंबाखू युक्त गुटखा जप्त किया गया, खाद्य सुरक्षा अधिकारियों द्वारा की जाने वाली उक्त कार्यवाहियों की निगरानी कार्यालय आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा निरंतर एवं दिन प्रतिदिन की गई।

    विभागीय संकल्प - खाद्य सुरक्षा अधिकारियों द्वारा किये जा रहे निरीक्षण एवं नमूना कार्य को करने की एक पारदर्षी प्रणाली विकसित करने के उद्देष्य से उक्त कार्य को एक आनलाईन मानिटरिंग एप के माध्यम सें किये जाने का निर्णय लिया गया व विभागीय कार्य एवं योजनाओ के प्रभावी क्रियान्वयन हेतु एप को तैयार किया जा कर वर्ष 2017 में प्रथम चरण मे पायलेट प्रोजेक्ट के तहत जिला रायसेन का चयन कर नमूना एवं निरीक्षण का कार्य आनलाईन किया गया।
    पाययलेट प्रोजेक्ट के उत्साहवर्ध परिणामो के दृष्टिगत आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा संपूर्ण मध्यप्रदेश में एप के माध्यम से नमूना एवं निरीक्षण का कार्य किये जाने के निर्देश दिये गये एवं योजना का क्रियान्वयन संपूर्ण मध्यप्रदेश में किया गया।
    भारतीय खाद्य संरक्षा मानक प्राधिकरण नई दिल्ली द्वारा संपूर्ण भारत वर्ष हेतु FoSCoRIS मोबाईल एप तैयार किया गया जिस पर नमूना एवं निरीक्षण के कार्य को आनलाईन उपयोग करने पर मध्यप्रदेश के खाद्य सुरक्षा आयुक्त द्वारा सर्वप्रथम सहमति प्रदान की गई एवं मध्यप्रदेश राज्य का चयन उपरोक्त एप के क्रियान्वयन हेतु किया गया।
    आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा FoSCoRIS मोबाईल एप के प्रभावी क्रियान्वयनय हेतु विभागीय स्तर पर प्रदेश मे कार्यरत समस्त खाद्य सुरक्षा अधिकारियों को उन्नत टेबलेट मय सिम प्रदान किये गये जिसमें इंटरनेट डाटा प्लान के साथ उपलब्ध कराये गये।भारतीय खाद्य संरक्षा मानक प्राधिकरण भारत सरकार नई दिल्ली की सहायता से एक दिवसीय प्रषिक्षण शिविर का आयोजन किया गया। प्रशिक्षण में समस्त खाद्य सुरक्षा अधिकारियों को मोबाईल एप के संबध में विस्तृत रूप से प्रशिक्षित किया गया एवं प्रशिक्षण के दौरान FoSCoRIS मोबाईल एप के माध्यम से नमूना एवं निरीक्षण करने का प्रशिक्षण भी दिया गया जिससे प्रशिक्षु खाद्य सुरक्षा अधिकारी लाभांविंत हुये।
    खाद्य सुरक्षा आयुक्त मध्यप्रदेश के रूचिकर आदेश एवं निर्देशो के परिपालन के फलस्वरूप मध्यप्रदेश संपूर्ण भारत वर्ष मे नमूना एवं निरीक्षण का कार्य आनलाईन करने वाला प्रथम राज्य बना।मध्यप्रदेश के उक्त FoSCoRIS मोबाईल एप के उपयोग से अन्य राज्यो द्वारा भी नमूना एवं निरीक्षण का कार्य हेतु प्रोत्साहित हुये।

  1. शासन के सिंहस्थ महाकुंभ 2016 में आने वाले संतो, महात्माओं एवं श्रद्वालुओ को होने वाली खाद्य पदार्थो

    शासन के सिंहस्थ महाकुंभ 2016 में आने वाले संतो, महात्माओं एवं श्रद्वालुओ को होने वाली खाद्य पदार्थो से होने वाली शिकायतो के निराकरण हेतु बनाये गये मोबाईल एप व संतो, महात्माओ एवं धर्मप्राण श्रद्वालुओ व अतिथियो को गुणवत्तापूर्ण खाद्य पदार्थ का सुनिश्चय करने के संकल्प के दृष्टिकोण को ध्यान में रखते हुये इस प्रशासन द्वारा एक विस्तृत ‘खाद्य सुरक्षा‘ कार्य योजना तैयार की गई। जिसके लिये इस प्रशासन द्वारा सिंहस्थ महाकुंभ हेतु नोडल अधिकारी की नियुक्ति की गई एवं उनके माध्यम से खाद्य सुरक्षा अधिकारियो एवं आवश्यक कर्मचारियो की भी नियुक्ति की गई।
    कार्ययोजना :- प्रथम चरण में लगभग 06 माह पूर्व सें उज्जैन जिले में स्थित खाद्य पदार्थो के निर्माताओ, थोक विक्रेताओ, रिटेलरो, होटल-रेस्टोरेण्ट एवं डेयरियों पर सघन निरीक्षण एवं खाद्य पदार्थो की गुणवत्ता की जॉच हेतु नमूना संग्रहण की कार्यवाही प्रारंभ की गई। इसके साथ ही खाद्य पदार्थो की गुणवत्ता की सुनिश्चिता एवं अधिनियम में प्रावधानित दिशानिर्देशो के पालन हेतु विभिन्न प्रकार के खाद्य व्यवसाय करने वाले व्यवसायियों को खाद्य पदार्थ विक्रय लायसेंस एवं संतो, महात्माओ एवं धर्मप्राण श्रद्वालुओ व अतिथियो को गुणवत्तापूर्ण खाद्य पदार्थ का सुनिश्चय करने प्रदाय हेतु विशेष केंपो का आयोजन किया गया।
    सिंहस्थ महाकुंभ 2016 में मेलाकुंभ में लगने वाली अस्थायी खाद्य दुकानो हेतु लायसेंस/रजिस्ट्रेषन सुनिश्चय बाबत सिंहस्थ महाकुंभ मेला समिती से पत्राचार कर उसे आवश्यक शर्त करवाया गया। उक्त शर्त के पालन सें मेला क्षेत्र में प्रदेश एवं प्रदेश के बाहर के व्यवसायियों द्वारा लायसेंस/रजिस्ट्रेषन प्राप्त फर्म द्वारा ही व्यवसायिक गतिविधि की गई। इसका लाभ यह रहा कि मेला अवधि में फूड पायजनिंग तथा अन्य असमय होने वाली किसी घटना में फर्म/व्यक्ति की पहचान कर नियमानुसार कार्यवाही हो सके। विभाग द्वारा पर्व एवं शाही स्नानो की दिनांको को ध्यान में रखते हुये चलित खाद्य प्रयोगषाला का संपूर्ण जिले मे विस्तृत निरीक्षण एवं सर्विलेंस नमूना एवं जॉच संबधित कार्यवाही की गई। सिंहस्थ महाकुंभ का आयोजन ग्रीष्म ऋतु में होता है, इस अवधि में जिला कलेक्टर के माध्यम सें आपात कालीन हैजा अधिनियम लागू किया गया। उक्त आदेशानुसार बर्फ, गन्ने की चरखी पर प्रतिबंध लगाया गया व दूषित खाद्य पदार्थो का बड़ी मात्रा में विनश्टिकरण किया गया है। जिले के पहुंच मार्गो पर विषेष निगरानी चेक पाईण्ट बनाये गये जिसमें खाद्य सुरक्षा अधिकारियो के माध्यम सें मेला क्षेत्र में आने वाले खाद्य पदार्थो का निरीक्षण किया गया एवं आवश्यकता होने पर चलित खाद्य प्रयोगषाला सें परीक्षण भी कराये गये।
    इस प्रशासन द्वारा सिंहस्थ मेला अवधि दिनांक 21.04.2016 से 22.05.2016 तक मेला प्रारंभ होने के पूर्वानुसार ही सघन निरीक्षण एवं नमूना संग्रहण की कार्यवाही की गई। प्रमुखतः से की खाद्य सुरक्षा अधिकारियों एवं चलित खाद्य प्रयोगषाला द्वारा की गई कार्यवाही निम्नानुसार है:

    सिंहस्थ महाकुंभ 2016 जो कि दिनांक 21.04.2016 से 22.05.2016 तक रहा। उक्त मेला अवधि में लगभग 07 करोड श्रद्वालु एवं अतिथिगण मध्यप्रदेश की आध्यात्मिक नगरी उज्जैन में पधारे। विभागीय सफल कार्य योजना क्रियान्वयन, सजगता,सतर्कता एवं सिंहस्थ महाकुंभ में नियुक्त नोडल अधिकारी, खाद्य सुरक्षा अधिकारियों एवं कर्मचारियों का कार्य के प्रति निष्ठा का परिणाम यह रहा कि संपूर्ण मेला अवधि में कोई फूड पायजनिंग की घटना घटित नही हुई और नही रजिस्टर्ड हुई एवं न ही खाद्य पदार्थो में मिलावट के संबध में शासन प्रशासन को कोई शिकायत प्राप्त हुई।

    मध्यप्रदेश शासन द्वारा अपर मुख्य सचिव (योजना) की अध्यक्षता में स्टेट टास्क फोर्स (फूड फोर्टिफिकेशन) का गठन किया गया। जिसमें प्रमुख सचिव लोक स्वास्थ्य एवं कल्याण विभाग, प्रमुख सचिव महिला एवं बाल विकास विभाग, प्रमुख सचिव पषुपालन विभाग, प्रमुख सचिव खाद्य नागरिक आपूर्ती एवं उपभोक्ता संरक्षण विभाग, प्रबंध संचालक नागरिक आपूर्ती निगम, प्रबंध संचालक एम.पी.स्टेट को-आपरेटिव डेयरी फेडरेशन लिमिटेड को सदस्य एवं आयुक्त खाद्य सुरक्षा मध्यप्रदेश एवं नियंत्रक खाद्य एवं औषधि प्रशासन को मानद सदस्य सचिव नियुक्त कर जनसामान्य के स्वास्थ्य से संबधित आवश्यक सूक्ष्म पोषक तत्वो की प्रतिपूर्ती करने हेतु कार्य योजना बनाकर खाद्य पदार्थो के फोटिफिकेषन के निर्देश दिये गये।
    कार्ययोजना एवं क्रियान्वयन - स्टेट टास्क फोर्स (फूड फोर्टिफिकेशन) की प्रथम बैठक अपर मुख्य सचिव (योजना) की अध्यक्षता में दिनांक 18.05.2017 को आयोजित की गई, जिसमें सदस्य सचिव आयुक्त खाद्य सुरक्षा मध्यप्रदेश द्वारा फूड फोर्टिफिकेशन के महत्व, आवश्यकता एवं प्रतिपूर्ती के माध्यमो के संबंध में माननीय अध्यक्ष एवं सदस्यो को विस्तार से अवगत कराया गया। स्टेट टास्क फोर्स (फूड फोर्टिफिकेशन) की द्वितीय बैठक दिनांक 06.06.2017 को बैठक आयोजित की गई जिसमें पूर्व की बैठक मे हुई चर्चा एवं फोर्टिफिकेशन के संबध एजेण्डावार चर्चा की गई। बैठक में सदस्यो द्वारा फोर्टिफिकेशन के संबध में अध्ययन सामग्री स्टेण्डर्ड आदि की मॉग की गई जिसे अध्यक्ष महोदय की सहमति से संबधित सदस्यो को उपलब्ध कराई गई। इसी तारतम्य में स्टेट टास्क फोर्स (फूड फोर्टिफिकेशन) की तृतीय बैठक दिनांक 03.10.2017 को पुनः आयोजित की गई जिसमें माननीय अध्यक्ष एवं समस्त सदस्यों द्वारा प्रदेश में चल रही समस्त शासकीय योजनाओ में फोर्टिफाईड खाद्य तेल, फोर्टिफाईड दूध एवं डबल फोर्टिफाईड नमक का उपयोग अनिवार्य करने पर सहमति प्रदान की गई, इसके लिये मंत्रीपरिषद की अनुमति लिये जाने हेतु भी सहमति प्रदान की गई।
    खाद्य सुरक्षा और मानक अधिनियम, 2006 विनियम, 2011 के नियमानुसार शासकीय योजनाओ में फोर्टिफाईड फूड के अनिवार्य किये जाने हेतु पुर्वानुमति पत्र प्रेषित कर अनुमति चाही गई। भारतीय खाद्य संरक्षा मानक प्राधिकरण द्वारा यह मार्ग दर्षन दिया गया कि खाद्य सुरक्षा एवं मानक (खाद्य पदार्थो का फार्टिफिकेशन) रेग्यूलेषन 2016 अनुसार आयुक्त उक्त खाद्य पदार्थो के निर्माताओ एवं विनिर्माताओ को पत्र के साथ खाद्य पदार्थो के तय मानक प्रेषित कर उन्हे फोर्टिफाईड खाद्य पदार्थो की उपलब्धता सुगम करने हेतु प्रोत्साहित कर सकते है। मार्गदर्शन के पालन में खाद्य तेल निर्माताओ एवं दूध निर्माताओ को पत्र प्रेषित किये गये एवं साथ ही नमक के निर्माताओ को पत्र प्रेषित करने की कार्यवाही प्रचलित है। एैसे निर्माताओ के साथ स्वयं सेवी संस्थाओ एवं विभागीय अधिकारियों की सेमिनार आयोजित किये जाने का भी प्रस्ताव है। उक्त कार्यो सें सामान्य बाजारो में फोर्टिफाईड खाद्य पदार्थ सुगमता सें उपलब्ध हो सकेगें।
    भारतीय खाद्य संरक्षा एवं मानक प्राधिकरण द्वारा पृथक से शासकीय योजनाओ में फोर्टिफाईड खाद्य की अनिवार्यता हेतु संसद सें अनुमति की कार्यवाही प्रचलन में है अनुमति पश्चात प्रदेश सहित देष में समस्त शासकीय योजना में फोर्टिफाईड खाद्य पदार्थ अनिवार्य किये जा सकेगे। शासकीय योजनाओ में फोर्टिफाईड खाद्य पदार्थो के अनिवार्य किये जाने से छात्र-छात्राओ गरीबी रेखा के अंर्तगत गुजर बसर कर रहे महिलाओ, पुरूषो एवं गर्भवती महिलाओ के स्वास्थ्य में निश्चित ही सुधार किया जा सकेगा।

    In terms of safe diet throughout Maharashtra workshops of Street Food Vendors and Caterers were conducted. Under this program Mobile Van was used to serve as a Training tool to Street Food Vendors throughout Maharashtra and will train them daily up to 31st July 2018. 128 trainings already given to Street Food Vendors. Apron, Cap and Certificates distributed to 2348 street food vendors.

For Ganesh Mandals in Mumbai special drive was conducted and 58 representatives were benefited from this workshop, they were given certificates for attending the workshops.

    SNF@School level I,II,& III modules (Yellow Book) have been translated into Tamil Language and animation films developed to complement and supplement the content in the books in the partnership with Arokya Milk. ToT training for nodal teachers of 50 Chennai Schools, Greater Chennai Corporation was done on 27.03.2018. SNF@School programme is planned to be implemented in all the 281 Chennai Schools in June after vacation.

  1. . Special Drives for License/ Registration

    The Food Safety Department jointly with the District Administration organised special camps in all Taluks of Tirupur district to enable FBOs to register with the FSSAI without problems and to get licenses. At these camps, Food Business Operators received FSSAI certificates after on- spot online Registration and paying the fees at a special counter of the SBI at the venue. As a result of the special drives,increase of 39 has been observed in online FLRS for registrations issued in last 6 months.

  1. Utilization of NHM funds for IEC activities

    For the year 2016-17, NHM sanctioned IEC funds of Rs. 80 Lakhs. An amount of Rs. 2 lakhs was released to each district in the State and the balance amount of Rs. 18 lakhswas kept at the Commissionerate for designing and developing common IEC materials at State Level

    Activities taken up in all Districts using funds released during 2016-17:

    • State level IEC materials and PowerPoint presentations were developed at State Headquarters and sent to all Districts to create awareness among school and college students, Self Help Group, Street Vendors, Food Business Operators, Consumer Organisation and other general public.
    • Model Display Boards were finalised and distributed to all districts for four categories i.e. Restaurants, Retailers, Fruits& Vegetables.
    • Pamphlets were printed and distributed with WhatsApp complaint Number..
    • Translation of Yellow Books in Tamil Language.

    Activities taken up in all Districts using funds released during 2017-18:Rs. 50 Lakhs has been released by NHM to the Commissionerate.

    • During the vacation month of May, 2018, 53 tourist places were identified all over Tamil Nadu to conduct IEC activities.Food Safety Hubs at Tourist Places were declared at the tourist spots after ensuring registration of all FBOS and creation of awareness on safe food standards and hygiene practices in all stalls.
    • Mobile food safety cart was installed at 16 tourist places with dos and don’ts for street vendors.
    • Volunteers were provided with training on basic food safety, DART demonstration, Label Checking etc. Theses volunteers manned the mobile carts and kiosks and performed DART demonstration.

    The Food Safety Department has developed a robust mechanism for redressal of consumer grievances by using WhatsApp. The process flowchart of WhatsApp Complaint &Redressal System is as under:
